Video led to arrest of nine local men for prostitution and drug trafficking

September 7, 2017 (Koror, Palau)  A video obtained by law enforcement officers led to one of the biggest arrest sweep this country has seen since U.S. federal drug busts in the 80s.

According to sources, video showed underage girls using “ice” and engaging in other illegal conducts with the men. A warrant for arrest of nine individuals was issued and police were out over the weekend executing arrests.  As of Wednesday, eight were already in custody and one was still at large. [restrict]

The nine charged by the Office of the Special Prosecutor were Wilhelm Rekis Aichi, Sylvester Oiterong A.K.A Sylves Oiterong, Mtoched Hideo, Willibolt Demei A.K.A Bunk Demei, Maquire Imeong A.K.A. Moks, Clark Willyander, Melvin Toribiong A.K.A. Melvin Iyechad, Karn Mabel and Arnold Buck.

Defendant Wilhelm Rekis Aichi was charged on seven (7) counts of Sexual Assault in the First Degree, Sexual Assault in Third Degree, Trafficking (ice), Criminal Conspiracy to commit Trafficking, Prostitution, Criminal Solicitation to Commit Prostitution, and Electronic Enticement of a child in the First Degree.  Defendant Aichi is out on bail awaiting trial for other charges of Money Laundering, Structuring, Criminal Conspiracy to Commit Trafficking and Theft of Government Property.

Defendant Sylvester Oiterong A.K.A. Sylves Oiterong was charged on five counts of Criminal Conspiracy to commit Trafficking (ice), Trafficking (ice), Possession (ice), Promoting Prostitution in the First Degree and Criminal Conspiracy to Promoting Prostitution in the First Degree.

Five counts of Trafficking (ice), Conspiracy to commit Trafficking of (ice), Possession of (ice), Promoting Prostitution in the First Degree and Criminal Conspiracy to commit Promoting Prostitution in the First Degree were filed against defendant Mtoched Hideo.

Two counts of Criminal Conspiracy to commit Trafficking of (ice) and Possession of (ice) were filed against defendant Willibolt Demei A.K.A Bunt Demei. Mr. Demei was recently paroled from another case.

Maquire Imeong a.k.a Moks was charged with Trafficking (ice), Criminal Conspiracy to commit Trafficking and Possession of (ice).

Former police officer Clark Willyander was charged with five counts of Trafficking (ice or methamphetamine), Possession, Prostitution and Criminal Solicitation to commit Prostitution.

Melvin Toribiong a.k.a. Melvin Iyechad was charged with three counts of Trafficking (ice), Possession (ice) and Possession (marijuana).

Five counts, Trafficking (ice), Possession (ice), Unlawful Imprisonment in Second Degree, Prostitution and Criminal Solicitation to commit Prostitution were filed against Karn Mabel.

Five counts were also filed against Arnold Buck for Trafficking (ice or methamphetamine), Possession (methamphetamine), Prostitution and Criminal Conspiracy to commit Prostitution.

All defendants have been arraigned except for Wilhelm Rekis Aichi who has not been arrested and still at large. Law enforcement agencies are seeking public assistance in locating Mr. Aichi.

The criminal charges were brought by the Office of Special Prosecutor and not the Office of the Attorney General.  Vice President and Minister of Justice Raynold Oilouch is currently out of the country representing Palau at the 48th PIF and could not be reached for comment. [/restrict]
