Vows to bring respect back to law enforcement

March 23, 2017 (Koror, Palau) “We will bring respect back for the law enforcement and restore good relationship between the community and the law enforcement,” declared Vice President/Minister of Justice Raynold Oilouch on Tuesday, addressing members of the law enforcement at the Formation and Inspection Ceremony on Tuesday. Using the opportunity provided at this first Formation and Inspection of the national police, Vice President/Minister of Justice Raynold Oilouch, expressed his policy and direction for the Ministry of Justice.

Signing four specific internal directives to all the bureaus and divisions within the Ministry of Justice, he expressed in no uncertain terms his expectations of law enforcement officers.

“We are tasked with promoting and protecting safety and peace of the public, maintaining order and enforcing all laws, and we must first be in compliance with the law ourselves before we try to enforce it on the public,” stated Vice President Oilouch.

“Therefore, the first directive is that we have Zero-Tolerance for illegal drug use in this Ministry,” asserted Oilouch.  First directive states absolutely no illegal drug use in the MOJ, that any personnel tested on first or second test positive for illegal drugs will be in violation of this directive.

Second directive states zero-tolerance for “corruptive conducts” such as bribery, thefts, cheating or other misconducts in public office of all law enforcement personnel.

Third directive requires all MOJ personnel to comply with all ROP laws regarding vehicle registration, driver’s license, car window tints and other traffic regulations.

The fourth directive requires all personnel to show respect to each other and to the community by conducting themselves with “honor and integrity”.

“Community will respect us if we show them respect “Omengull” and I expect you to be disciplined and professional police officers” stated Vice President Oilouch during his speech to the law enforcement officers during the Inspection.

Vice President also expressed that in the short time he had been with MOJ, he now knows their needs and challenges. “It is also my responsibility to work with the leadership to seek support for our law enforcement personnel,” he added.

He stated that he will implement programs to improve the morale of the law enforcement officers such as salary adjustment based on years of service in all divisions of MOJ as well as other programs aimed at raising their morale.

“The responsibility to protect, to serve, to provide safety and peace for the Republic, is a very heavy task,” stated Oilouch to the officers. “I assure you, I am your biggest, strongest defender in the Republic and I will be the one to explain ourselves to President of the Republic, Speaker of the House and President of the Senate.” [/restrict]
